Apologies for absence were received from Cllrs Brian Adams, Patricia Ellis, Mary Foryszewski, John Fraser, Pat Frost, Michael Goodridge, Christiaan Hesse, Martin Lear, Peter Martin, Stefan Reynolds, Stewart Stennett, Simon Thornton and Ross Welland.

DECLARATIONS OF INTEREST

To receive from Members, declarations of interest in relation to any items included on the agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Cllr Kevin Deanus declared a pecuniary interest in Executive Minute No. 49 (Property Matters) from the meeting held on 7 July 2015.  There was no discussion on the item.

 

Executive Director, Paul Wenham and Director of Finance and Resources, Graeme Clark, declared pecuniary interests in Executive Minute No. 29 (Disciplinary Procedure for Statutory Officer Posts) from the Executive meeting held on 7 July 2015.  Both withdrew from the Chamber during consideration of the item.

MAYOR'S ANNOUNCEMENTS

Minutes:

The Mayor thanked councillors for their support at the recent Civic Service and informed the Council that he had already attended two major national events, the first being the celebration of the signing of the Magna Carta at Runnymede and the second, the National Armed Forces Day Parade in Guildford.

 

The Mayor informed the Council that he had opened a mayoral facebook page and encouraged councillors to visit it.  Fundraising had already started for his chosen charities and arrangements were underway for a Christmas Ball which would be held at the Charterhouse Great Hall on Friday 18 December 2015.  The Mayor commented that he was looking forward to celebrating with staff at the Waverley Long Service Awards shortly.

QUESTIONS FROM MEMBERS OF THE PUBLIC

To answer the following question from Mr Hyman of Farnham, received in accordance with Procedure Rule 10:-

 

           At the April Council Meeting I posed an Informal Public Question pointing out that developments in Farnham such as East Street and the Hopfields have been granted permissions by Waverley on the strength of Surrey Highways Paramics modelling, despite Waverley's November 2010 Regulation 19 Notice to Crest having confirmed that the likely traffic inpacts of the Royal Deer junction reconfiguration had not - and to my knowledge, have still not -  been accounted for in that modelling.  I asked whether Councillors had seen or scrutinised the vital Paramics modelling, but neither the Portfolio Holder for Planning nor the Chairman of the JPC were able to respond, and the promise of an answer has not materialised. 

 

Assuming that the Joint Planning Committee Members have not seen the Paramics model for Farnham, and given that WBC's decisions rely on that modelling, will you please confirm (by asking SCC if necessary) whether it has been expanded since 2007 to ensure that it now includes the level crossing and the proposed new Royal Deer signal timings, and when the traffic count data being used was last updated.”

The Leader of the Council replied as follows:-

 

            “I can confirm that the Paramics model has been expanded since 2007 and does include the level crossing.  The model has been validated to 2012 conditions.  The model does not include the recent changes to the Royal Deer signal timings, as these are only temporary as a result of re-surfacing, and the original timings will be re-established in due course.  Traffic data to inform the model was last collected in 2010, 2011 and 2012”.

(i)         Witley Conservation Area Appraisal (Minute. No 6)

 

            As a point of clarification, the second bullet point on page 52 of the agenda be corrected to read Church Step Cottage and Step Cottage.  Old Cottage was already included in the list at the sixth bullet point.

 

Subject to the minor correction above, it was

 

RESOLVED  that the Minutes of the Meeting held on 9 June 2015 be approved and the recommendations contained therein adopted.

(i)         Memorial Hall and Gostrey Centre Redevelopment (Minute. No 25)

 

            It was moved and seconded that the following additional recommendation be agreed:-

 

            “officers be asked to ensure that any additional costs incurred be recovered from Crest Nicholson if and when the Brightwells project takes place”.

 

            Upon being put to the vote, the amendment was LOST.

           

RESOLVED  that the Minutes of the Meeting held on 7 July 2015 be approved and the recommendations contained therein adopted.
