Addendum to Discretionary Energy Rebate Scheme

It is recommended that the Executive approve an addendum to the Discretionary Energy Rebate Scheme under the eligibility criteria as follows:

 

The fund can also be used to give an award to any pensioners who are in receipt of Council Tax Support without the need for an application process.  This will result in 2,000 awards of £55, to each pensioner.

This decision will be taken under urgency procedures.

Reason for urgency:
General Exception Notice: An urgent decision is required that has not been on the Executive Forward Plan for the requisite 28 day period. If the Executive approves the recommendation, the scheme closes 30 November 2022 so a decision is required to allocate and pay the money before that date. The Mayor's agreement has been sought and obtained to treat this as an urgent decision, which will not be subject to call in by the relevant overview and scrutiny committee pursuant to paragraph 16.3 (Call-in and Urgency) of the Overview and Scrutiny Procedure Rules. This is because the time it would take to allow any call in to be made and dealt with would clearly exceed the deadline of 30 November. It is considered that a delay caused by the application of the call in process would seriously prejudice the Council's and the public interests in this matter.
