Permission REFUSED as it has not been demonstrated that there are Very Special Circumstances for a further outbuilding to serve this dwelling. The proposed development is inappropriate development in the Green Belt, which, by reason of its scale, mass and height, and its cumulative impact with the existing development on the site, would unacceptably harm the openness of the Green Belt. The proposed development would be contrary to Policy RE2 of the Waverley Borough Local Plan (Part 1) 2018, Policy DM14 of the Waverley Borough Local Plan (Part 2) 2023 and the NPPF Minutes: Erection of a detached outbuilding.

Following the debate the Committee voted on the motion to refuse and it was carried 9 votes in favour, no votes against and two abstentions. Cllr John Ward abstained from voting as he knew the applicant.

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the Committee agrees:
(1) that the
public be excluded from the meeting during consideration of the
following matter on the grounds that it is likely, in view of the
nature of the business to be transacted or the nature of the
proceedings, that if members of the public were present during the
item, there would be disclosure to them of exempt information (as
defined by Section 100I of the Act) of the description specified in
Paragraph X of the revised Part 1 of Schedule 12A to the Local
