To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may

attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must

give four (4) clear working-days’ notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be

arranged is 29 May 2024.

Hybrid application for the creation of access from the public highway and internal access road; Outline application for 5 self-build dwellings with all matters reserved including associated landscaping and drainage infrastructure.

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

·        Cllr James Bloomfield – Ewhurst Parish Councillor

·        Cllr Michael Higgins – Ward Councillor

 

Following the debate, an alternative recommendation was proposed by Cllr Carole Cockburn and seconded by Cllr Kevin Deanus to REFUSE planning permission.

 

The Committee voted on the motion and there were 13 votes in favour, 1 vote against and 0 abstentions.

 

The Committee therefore resolved to REFUSE planning permission by reason of the proposed development fails to safeguard the intrinsic character and beauty of the Countryside, which requires development to be of a high quality and to respond to the distinctive local character of the area and resist development which harm the visual character and distinctiveness of a locality, in relation t its surroundings, contrary to policies RE1, TD1 of the Local Plan (Part 1) 2018, Policies DM1 and DM4 of the Local Plan (Part 1) 2013, Policy EEG1 of the Ewhurst and Ellens Green Neighbourhood Plan, and the principles of the NPPF 2023. Within these areas the Countryside is to be recognised and safeguarded in the interests of protecting its intrinsic character and beauty. The proposed development does not comply with the requirements of these policies and there were no material considerations which would indicate otherwise.

13.

EXCLUSION OF PRESS AND PUBLIC

 

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the Committee agrees:

 

(1)  that the public be excluded from the meeting during consideration of the following matter on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified in Paragraph X of the revised Part 1 of Schedule 12A to the Local Government Act 1972; and

(2)  that the public interest in maintaining the exemption outweighs the public interest in disclosing the information.
