Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working-days’ notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Wednesday 21st June 2023.

Requests for site visits should be submitted within five working days after the publication of the agenda. Site visits will be held on the Friday prior to the meeting at 10am or 2pm.

This application is for the construction of 2 two-storey three-bedroom dwellings with associated parking and new access on to Elmside at LAND REAR OF EDEN HOUSE PORTSMOUTH ROAD MILFORD GODALMING GU8 5DS. There is an appeal decision attached, further to the report.

 

RECOMMENDATION:

 

That, subject to conditions, permission be GRANTED

Public Speaking

 

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

 

-        Kevin Scott (Solve Planning) spoke in favour of the application.

-        Cllr Maxine Gale spoke as Ward Councillor.

 

 

The Committee were in general agreement with the proposals set out in the report and could not find any valid planning grounds to reject this application.

This application is for the erection of an additional floor to create 2 flats together with alterations to existing building at NETHERWOOD COURT FILMER GROVE  GODALMING GU7 3AF.

 

RECOMMENDATION:

 

That, subject to conditions, permission be GRANTED

The Committee resolved that permission be GRANTED subject to conditions 1-8 and informatives 1-4, with amendment to condition 6, to be highlighted in the minutes.

Public Speaking

 

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

 

-        Shan Hallam spoke in objection of the application

-        Annie Gray spoke in support of the application

-        Cllr Steve Williams spoke as ward councillor

 

 

The case officer provided a verbal update to Condition 6, which will be amended to include the following:

 

“prior to the first occupation of the development, the 1.8 meter privacy screening shall be provided to the eastern and western sides of the balcony and the central partition screen between the units. The screening shall remain in perpetuity.”

 

 

Some Councillors raised concerns about over development and parking being below the limit for the proposed development. However it was noted that there had been no significant shift in policy since the previous application and it was noted that the Godalming Development Plan 2019 had been adopted shortly before the application was sent. The development therefore still complies with policy guidelines.

 

8 Members voted in favor of the recommendation, 4 Members voted against and there was 1 abstention. The recommendation was carried.

WA/2022/00967 - LAND AT WANBOROUGH LANE CRANLEIGH GU6 7DS pdf icon PDF 653 KB

This application is for the erection of a dwelling including new vehicular access (as amended by highways information received 30/08/2022 and ecology information received 13/07/2022 and 26/08/2022) at LAND CENTRED COORDINATES 507306 139395  WANBOROUGH LANE CRANLEIGH GU6 7DS.

 

RECOMMENDATION:

 

That, subject to conditions, permission be GRANTED

Decision:

The Committee resolved that permission be GRANTED subject to conditions 1-16 and informatives 1-10.

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

 

-        Jesse Chapman (DM Planning) spoke in support of the application.

 

 

Members were generally in agreement with the proposals set out in the report. They agreed that the proposed development was compliant with the Development Plan and were satisfied that protection of Oak trees was to be ensured as there were no objections from the tree/landscape officer.

 

13 Members voted in favor. The recommendation was carried.

WA/2022/02867 - CARIAD KNOLL ROAD GODALMING GU7 2EL pdf icon PDF 631 KB

This application is for the Erection of extensions and alterations (as amended by plans uploaded 22.02.2023) at CARIAD KNOLL ROAD GODALMING GU7 2EL.

 

RECOMMENDATION:

 

That, subject to conditions, permission be GRANTED

 

Decision:

The Committee resolved that permission be GRANTED subject to conditions 1-10 and informatives 1-4.

Public Speaking

 

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

 

-        Nora Price spoke in objection of the application

-        Charlotte Edkins spoke in support of the application

-        Cllr Williams spoke as Ward Councillor

 

 

Members expressed concerns about the size of the alterations and that the scales were less in the previous application. Members attended a site visit to the property earlier in the week. Concerns were raised around the impact on neighboring properties. Members recognized that development and renovation of the site was necessary as the property was unappealing and unsustainable as is. Some Members noted that the architectural designs were innovative and a good use of the space however there were concerns around the second floor and western elevation being slightly too large. 

 

7 Members voted in favor of the recommendation and 5 Members voted against. The recommendation was therefore carried.

That, pursuant to Procedure Rule 20, and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item(s) on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during these items, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) at paragraph 3 in the revised Part 1 of Schedule 12A to the Local Government Act 1972.
