To elect a Chairman for the Sub-Committee B meeting.

Cllr Michael Goodridge was elected Chairman for the purposes of this meeting.

LICENSING ACT 2003 - APPLICATION FOR A STREET TRADING LICENCE - Mamma Lourdes pizza van, Recreation Ground car park, Coxcombe Lane, Chiddingfold pdf icon PDF 616 KB

Recommendation

 

The Licensing Committee reviews consultation feedback and determines the application of Silvio Brocardo of Mamma Lourdes (a mobile food business offering cooked to order pizza) for a consent to trade at the Recreation Ground car park, Coxcombe Lane, Chiddingfold.

Minutes:

The Committee considered carefully the street trading policy, committee report, application form together with supporting evidence and the objection received. In addition, the Committee noted the additional comments and helpful information provided by the applicant at the hearing.

 

With regards to the concern raised by a local resident in regards to possible noise, smell, traffic and footfall, availability of existing outlets and concerns that this was not in keeping with the village, the Committee made reference to the street trading policy considerations. It was noted that a single objection had been received, and that there had been other comments of general support and no issues raised by other consultees as required by the policy.

 

The Committee was satisfied that the applicant had understood the standard consent conditions (including in relation to litter) and found no evidence of a substantial risk of nuisance. Further the Committee noted the nature of the parking area (recreational ground car park) and that the closest resident did not object to the application which had been made. With regards to the need of the area, it was noted that the established food businesses in the locality did not offer pizza whether as a dine in option or takeaway and as such this was a novel food offering for residents. The Committee also noted that the application to trade for consent was limited to once a week on Wednesday between the hours of 1600 and 2000 hours and considered that the application as made would have minimal effect upon the public.

 

The Committee therefore agreed to GRANT street trading consent for a period of a year with standard conditions (as applied for) and felt that no further conditions were necessary or proportionate in the circumstances.
