Election of Chairman

To elect a chairman for the purpose of this meeting.

Cllr Jerome Davidson was elected chairman for the purpose of this committee.

Disclosure of Interests

To receive from Members declarations of personal and prejudicial interests in relation to any items included on the agenda for this meeting, in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Cllr Patricia Ellis declared a non-registerable interest in the applications, in that she has never met the applicant but knows his parents through mutual acquaintances, however, does not feel that this affects her ability to approach the item with an open mind.

LICENSING ACT 2003 - APPLICATION FOR A STREET TRADING LICENSE - Portsmouth Road, Hindhead and Portsmouth Road, Milford pdf icon PDF 869 KB

To determine an application for a licence to trade in two designated consent streets in Hindhead and Milford.

 

Recommendations

 

The Licensing Committee reviews consultation feedback and determines the application of Vaporetto Ltd for a consent to trade at Portsmouth Road, Hindhead and Portsmouth Road, Milford.

The Sub- Committee were advised that the application in relation to the site at Portsmouth Road, Hindhead was no longer required to be heard as the applicant had a written agreement with the owners of the business at Hindhead where they trade (Andrews of Hindhead) to use their car park rather than the SCC owned land at the front of the site. For this reason Highways objection to the application would no longer be applicable and the consent for this site can be given.

 

Portsmouth Road Milford

 

The Sub-Committee considered the application in relation to the site at Portsmouth Road Milford, and during the hearing noted that the applicant proposed to reduce the trading hours sought on Saturday between 16.30 and 20.30 hours.

 

The Sub Committee carefully considered the representations received and the observations made during the hearing.

 

The Sub Committee REFUSED to grant the consent applied for on the basis that the proposal would cause undue interference or inconvenience to persons using the street. The Sub Committee was concerned in particular at the siting of the van close to the approach to the busy junction and impact on ingress/egress at the nearby Tesco Express car park together with the narrow pedestrian walkway.
