Licensing & Regulatory - Face Item The Licensing and Regulatory Committee is recommended to note the updates in the report and to make any observations as appropriate. Minutes: Paul Hughes outlined the report submitted with the agenda.
Licensing Fees
It was noted that the proposed fees had been consulted on and no objections had been received therefore the new scale of fees came into operation on 30 May 2024.
Pavement Licenses
The amendments to the Pavement Licence Policy were highlighted. Cllr Reed asked for clarification of the 2000mm clearance space which was duly outlined.
The Committee also asked for clarification on the changes under the Levelling Up and Regeneration Act 2023 which it was explained meant that from 31 March 2024 the powers were permanent. This meant Borough and District Councils were now charged with issuing these licences and could issue them for two years instead of the previous one year and the other changes outlined in the report.
Gambling Policy
The Committee noted the proposed timetable and officers were asked if there were many amendments expected? Officers advised there were very few and all will be minor.
Hackney Carriage/Private Hire Policy Review
Members asked how many EV’s were now registered with Waverley and were advised that there were very few. We di d have a number of hybrid however.

Recommendation
That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the Committee agrees:
(1) that the public be excluded from the meeting
during consideration of the following matter on the grounds that it
is likely, in view of the nature of the business to be transacted
or the nature of the proceedings, that if members of the public
were present during the item, there would be disclosure to them of
exempt information (as defined by Section 100I of the Act) of the
description specified in [Paragraph to be specified at the meeting]
of the revised Part 1 of Schedule 12A to the Local Government Act
1972; and (2) that the public interest in maintaining the exemption outweighs the public interest in disclosing the information
