APOLOGIES FOR ABSENCE AND DECLARATIONS OF SUBSTITUTES

To receive apologies for absence.

 

Where a Member of the Committee is unable to attend a meeting, a substitute Member from the same Area Planning Committee may attend, speak and vote in their place for that meeting.

 

Minutes:

Apologies for absence were received from Councillors Brian Adams, Kevin Deanus, David Else, Pat frost, Michael Goodridge, Stephen Hill, Anna James and John Ward. Councillors Jeanette Stennett and Patricia Ellis attended as substitutes.

DECLARATIONS OF INTERESTS

To receive from Members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Councillor Mary Foryszewski declared a non-pecuniary interest in the application as Chairman of Cranleigh Parish Council of which would also receive some monies from the section 106 agreement to be agreed.

APPLICATION FOR PLANNING PERMISSION - WA/2015/2283 - Land On West Side Of Green Lane, Badshot Lea THIS ITEM HAS BEEN WITHDRAWN

Proposal

Outline application with all matters reserved except for access for the erection of up to 105 dwellings including 32 affordable together with associated works (as amended by plans and Design and Access Statement received 09/11/2016 and amended drainage information and FRA received 28/04/2017)

 

Recommendation

 

 

RECOMMENDATION A

That, subject to the applicant entering into appropriate legal agreement, within 6 months of the date of the committee resolution to grant planning permission, to secure the provision of contributions towards: 30% on site affordable housing and market housing mix; education infrastructure, SuDS management/maintenance, play space provision and maintenance, off-site play pitch improvements, off-site highways improvements and travel plan, subject to conditions and informatives, permission be GRANTED

 

RECOMMENDATION B       That, in the event that a Section 106 Agreement is not completed within 6 months of the date of the resolution to grant planning permission, then permission be REFUSED

RESOLVED that this item be WITHDRAWN by officers because of inaccuracies within the report.

That, subject to the completion of a S106 agreement to secure 30% affordable housing, infrastructure contributions towards off site highways improvements, leisure contributions, environmental improvement contributions, early years and primary education contributions and the provision, management and maintenance of play space, open space and SuDS within 6 months of the date of the Committee resolution to grant permission, permission be GRANTED

 

 

That, if the requirements of Recommendation A are not met, permission be REFUSED

Proposed Development

Erection of 54 dwellings including 16 affordable homes with associated parking, landscaping and amenity space

 

The application was presented to the Committee and Officers advised that they had received a response from Thames Water following the publication of the agenda. Thames Water had confirmed that the proposed development would not be adversely affected from Cranleigh STW and, therefore, had no concerns regarding the application on odour grounds. Officers also advised of two amendments to conditions which were detailed in the update sheet.

 

The Committee considered the report and Cllr Mary Foryszewski raised a number of concerns. This included feeling that a sequential test should have been carried out, concern about the sustainability of the site, not reaching the affordable housing standards, impact on the transport network into the village and a feeling that the parking provision was not equal and fair across the site. It was also felt that they should wait for the outcome of the Local Plan examination.

 

Councillor Stephen Mulliner moved a recommendation which was seconded that the application be deferred as there was information that was felt could be missing from the report. Particularly around when the odour test was carried out, temperature being a determinate, the capability of the SUDs and appropriate climate and flood zone mapping. The motion was put to the vote and it was carried with 11 votes in favour and 5 against. 

 

 

Decision

RESOLVED that the item be DEFERRED. Further information was required, specifically in relation to the SUD capability, mapping and odour related testing. Full details though will be recorded in the minutes to be published shortly.
