The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

8.1

A1 - WA/2021/0413 - LAND NORTH OF GRATTON CHASE, DUNSFOLD pdf icon PDF 696 KB

Proposal

 

Erection of 21 dwellings (including 8 affordable) together with associated access, parking and landscaping (as amended by Drainage Strategy received 06/04/2021).

 

Recommendation

 

That permission be GRANTED, subject to conditions 1-33 and informatives 1-16.

Decision:

That permission be REFUSED as it was felt it would fail to preserve the character of the Countryside Beyond the Green Belt and AGLV landscape.  The site lies outside of the settlement boundary and the development would result in loss of a visual buffer and urbanisation.  The application fails to provide a play area on site and it had not been sufficiently demonstrated that access could be provided to a neighbouring play area.  There was also felt to be insufficient information about sewage and waste water drainage, and sustainability measures.  There was considered to be a harmful impact on the landscape which would result in less biodiversity.  There was further concern that the area represented an amphibian highway.

Erection of extensions and alterations following demolition of existing extension; landscaping; extension to car park; installation of generator & hard standing; associated external works (as amended by plans received 29/06/2020, Bat and Drainage Reports received 10/07/2020, Tree Reports received 27/01/2021 and Highways information received 01/02/2021).

 

Recommendation

 

That, subject to conditions 1-22 and Informatives 1-10, permission be GRANTED

Permission was GRANTED with an amendment to the wording of condition 7 to include the development of a travel management committee including representation from Wonersh Parish Council to monitor it.  Pre-commencement conditions 2,6,9,10,17, 19 and 21 to be altered as per officer update sheet.

Erection of new bridges, construction of new canal cut, new footpaths and landscaping (as amended by plans received 15/10/2020).

Permission GRANTED subject to deletion of conditions 19 and 20 relating to bridges and rights of way as set out in the update sheet.  They would be replaced with a new condition 19.  There would be further changes to conditions 1 relating to plan numbers and 16 relating to landscaping, also detailed in the update.

That permission be GRANTED, subject to conditions 1-8 and informatives 1-5

Decision:

Permission REFUSED for the following reason:

 

The proposal, by way of its bulk, massing, siting and appearance, would fail to respect the character of the surrounding landscape, including the AONB.  The proposal would therefore conflict with Policies TD1 and RE3 of the Local Plan 2018 (Part1) and retained Policies D1 and D4 of the Local Plan 2002.

Proposal

 

Erection of triple garage and demolition of outbuildings (revision of WA/2020/1671).

 

Recommendation

 

That permission be GRANTED, subject to conditions 1-8 and informatives 1-5

Decision:

Permission GRANTED subject to conditions 1-10 and informatives 1-5.  Two additional conditions were added, one for Tree Protection as per the update and one for landscaping to screen the garage from the footpath).

Recommendation

 

That, subject to conditions 1-5 and Informatives 1-5, permission be GRANTED.

 

Decision:

Application DEFERRED to a subsequent meeting due to the volume of business on the agenda and the length of the meeting.
