APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

To receive any apologies for absence and substitutions.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Wednesday 22nd July 2020.

Cllr John Gray advised he had a non-pecuniary interest in application A2 – Land at Millhanger as he was a member of the Dunsfold Parish Council as was the applicant.

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Beth Howland-Smith advised that the Business and Planning Bill highlighted at the last meeting had now received Royal Assent.

APPLICATIONS FOR PLANNING PERMISSION

Background Papers

 

Background papers (as defined by Section 100D(5) of the Local Government Act relating to reports are listed under the “Representations” heading for each planning application presented, or may be individually identified under a heading “Background Papers”.

 

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Planning Officers to advise committee of any applications decided under the new delegated power, in consultation with the Chairman, Vice-Chairman, and Ward councillor(s).

The committee were advised that there had been three applications considered under delegated powers since the last meeting and all had been approved.

That, subject to conditions 1-12 and Informatives 1-8, permission be GRANTED

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

Heidi Gunner – Objector and resident

Bryan Taylor – Applicant

Barbara Kinnes – Parish Council Representative.

 

The committee were informed an additional condition had been added since the publication of the agenda adding the provision of Broadband infrastructure.

 

It was requested that condition 5 be expanded to include refuse/recycling details.

 

The committee raised concern regarding vehicular access and parking and noted that Surrey County Councils’ Highways had not carried out a site visit but had carried out a desk top exercise as part of their representation.

 

Cllr Paul Follows proposed that the item be deferred and Highways be asked to carry out a site visit and make further comment on the site regarding access and parking.  Cllr Maxine Gale seconded the proposal. A vote was carried out with 10 in favour of a deferral and 3 against.

Recommendation

 

That permission be REFUSED

An alternative recommendation to Approve planning permission was proposed by Cllr John Gray and seconded by Cllr Steve Cosser.

 

The alternative recommendation to GRANT planning permission, subject toconditions and informatives, was CARRIED with a vote of 10 in favour, 3 against and 1 abstention.

An alternative recommendation to Approve planning permission was proposed by Cllr John Gray and seconded by Cllr Steve Cosser.

 

The reasons for the approval were set out as:

 

The committee felt the proposal should meet with the exceptions to isolated residential development set out within paragraph 79 of the NPPF and that it would not represent a harmful and urbanising encroachment to the rural countryside setting.

 

The alternative recommendation to GRANT planning permission, subject toconditions 1-21, was CARRIED with a vote of 10 in favour, 3 against and 1 abstention.

Planning permission REFUSED on the grounds that the proposed building would be materially larger than the one it is to replace and no very special circumstances have been put forward to outweigh the harm to the green belt, or any other harm.

34.1

B1 - WA/2020/0682 - Land at Westbrook Mills, Borough Road, Godalming GU7 2AZ pdf icon PDF 2 MB

Proposal

 

Erection of fourth floor roof extensions to existing buildings 1 and 2 to provide 29 dwellings (including 9 affordable) together with alterations to elevations of buildings 1, 2 and 3, layout of parking and landscaping works. The proposed drawings show an additional 99 dwellings which do not form part of this application.

 

Recommendations

 

Recommendation A

That, subject to conditions 1-30 , Informatives 1-12 and a legal agreement to secure 9 affordable housing units, LEAP, SuDS and SANG contribution within 6 months from the date of this decision, permission be GRANTED.

 

Recommendation B

That, in the event that a satisfactory Section 106 agreement is not completed within 6 months of the date of the resolution to grant planning permission, permission be REFUSED.

35.

To consider the following recommendation on the motion of the Chairman:

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified at the meeting in the revised Part 1 of Schedule 12A to the Local Government Act 1972.
