APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Tuesday 9th February 2021.

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Proposal

 

Change of use of land from forestry to a mixed use of ongoing forestry and for filming purposes (as amended by information received 30/10/2020, 18/12/2020, 04/01/2021 and 29/01/2021)

 

Recommendation A

 

That, subject to conditions 1-16, Informatives 1-10  and the completion of a Section 106 Agreement to secure transport contributions within six months of the decision, permission be GRANTED

 

Recommendation B

 

That, in the absence of a completed Section 106 Agreement to secure transport contributions within six months of the resolution to grant permission, permission be REFUSED

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

Bruce Rothnie (Forestry England) – Support

 

Cllr Roger Blishen – Ward Councillor

 

The Committee were not happy to agree permanent permission and felt there should be a 5 year review period.

 

An alternative recommendation to defer the item was proposed by Cllr Carole Cockburn, seconded by Cllr Jacquie Keen was carried by a vote of 9 in favour, 2 against and no abstentions.

 

Decision 

 

Planning application DEFERED to have further discussion with applicant regarding revisions to the application in light of the committees comments.

Proposal

 

Erection of new dwelling with provision of one new vehicular access and associated works.

 

Recommendation

 

That, subject to conditions 1-12 and Informatives 1-7, permission be GRANTED.

Planning permission REFUSED for the following reasons:

 

The proposed dwelling by reason of its scale, height, mass and spread of development, along with the lack of amenity space, would result in a cramped contrived development and be harmful to the character of the area and would be  contrary to Policy TD1 of the Local Plan Part 1 and D4 of the 2002 Local Plan.

 

Minutes:

The recommendation to grant planning permission subject to conditions 1-12 and Informatives 1-7, was overturned by a vote of 2 in favour, 9 against and no abstentions.

 

An alternative recommendation to refuse the application was proposed by Cllr Peter Isherwood, seconded by Cllr Carole Cockburn and was carried by a vote of 9 in favour, 1 against and 1 abstention.

 

Decision

 

Planning permission REFUSED for the following reasons:

 

The proposed dwelling by reason of its scale, height, mass and spread of development, along with the lack of amenity space, would result in a cramped contrived development and be harmful to the character of the area and would be  contrary to Policy TD1 of the Local Plan Part 1 and D4 of the 2002 Local Plan.

EXCLUSION OF PRESS AND PUBLIC

To consider the following recommendation on the motion of the Chairman:

           

Recommendation

           

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified at the meeting in the revised Part 1 of Schedule 12A to the Local Government Act 1972
