APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days-notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Tuesday 21 June 2022.

 

Minutes:

Apologies for absence were received from Cllrs Dear, Dickson, Hunt, Michaela Martin and Wicks.  Cllr Hyman was present as a substitute for Cllr Martin.

DECLARATIONS OF INTEREST

To receive from members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Cllr Neale declared a non-registrable interest in the application for consideration due to knowing the owners of the application site.  He did not have a Disclosable Pecuniary Interest in the site and he had not discussed the application with the owners and therefore felt that he could participate in the debate.

 

Cllr Hesse declared a registrable interest as an honorary member of the Farnham Society; and as his wife was Chair of the Farnham Society Planning Committee.

 

Cllr Hyman declared a non-registrable interest as he had met the owner of the application site in the past.

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

There were no relevant updates to government guidance or legislation since the last meeting.

APPLICATIONS FOR PLANNING PERMISSION

Requests for site visits should be submitted within five working days after the publication of the agenda.  Site visits will be held on the Friday prior to the meeting at 10am or 2pm.

Erection of a mixed use building comprising of 23 flats and ground floor commercial floor space together with associated landscaping access and parking following demolition of buildings.

 

Recommendation A

 

That, subject to the applicant entering into a legal agreement by 27/12/2021 to secure contributions towards SANG and SAMM, travel plan vouchers, the funding and procurement of the necessary tariff regulation order required to amend the existing on-street car parking bay on St Cross Road, free membership and first 25 miles of Farnham Car Club, SuDS maintenance and management, and subject to conditions 1-24 and informatives 1-11, permission be GRANTED

 

Recommendation B

 

That, in the event that the requirements of A are not met, permission be REFUSED.

Following the debate, the Committee voted in favour of the officers’ recommendation 6 for, 4 against and 1 abstention.

 

RESOLVED that
