Permission REFUSED for the following reasons:
a) The proposed dwelling would be inappropriate green belt development which by definition is harmful to openness and of no specific rural circumstances are found to exist to outweigh this harm. The proposal is therefore contrary to Policy RA2 of the Local Plan and the NPPF 2021.
b) A dwelling in this location is considered to harmfully detract from the landscape character of the AONB and AGLV. The proposed development is therefore contrary to RA3 of the Local Plan and Para 176 of the NPPF and the Surrey Hills AONB Management plan Policies P1, P2 and P3.

Councillor Mulliner proposed to Defer the item to allow for a site visit to be carried out on the site as he felt the exceptional circumstances were not met and there was no need for on-site habitation. Councillor Jerry Hyman seconded the proposal.
The Committee voted 2 in favour, 10 against and none abstained. Therefore the proposal to defer was lost.
The Committee considered the application.
The Committee voted 4 in favour, 6 against and two abstained. There for the officer proposal to grant was lost.
Cllr Mulliner proposed to refuse the permission on grounds of the harm to the AONB and this was seconded by Cllr Jerry Hyman.
The Committee voted 7 in favour, 0 against and 5 abstained.
