DECLARATIONS OF INTEREST To receive from members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley code of Local Government Conduct. Minutes: Cllr Jerry Hyman advised that he wished to raise a point of order in relation to Item 8.1. He raised concern that the appropriate assessment had not been put on the portal until the afternoon of the meeting. Thee Sweetman ruling states that the public should be consulted on the appropriate assessment.
He therefore felt this did not give members or the public time to read and respond to all of the information available and therefore he proposed the item should be deferred. He wished to make a declaration that this did not in any way prejudice any decision he may make on voting in this application.
The lawyer present advised that members could determine the item despite the late submission of this information as Natural England had raised no objection.
No other member seconded this proposal. |

That, subject to conditions 1-10 and Informatives 1-9, permission be GRANTED Decision: Erection of a stable and storage building.

Planning Permission REFUSED for the following reasons:
The proposed stable, by reason of its permanence, scale and design, would be considered out of keeping with the rural landscape in which it is located. In combination with the existing stable block it would result in a large block of built form at odds with the rural character and harmful to the intrinsic character and beauty of the Countryside. Byw Way of it’s harm to the landscape it would not preserve the scenic beauty of the AGLV and area of high landscape value and sensitivity. The proposal would therefore be contrary to Policy FNP1 and FNP10 of the Farnham Neighbourhood Plan, RE1 and RE3 of the Local Plan (Part 1) 2018.
The proposal would result in a disproportionately large stable building relative to the land it would serve and the design would be out of keeping with the surrounding character, detracting from the rural landscape. The proposal would therefore not be in accordance with parts ‘a’ and ‘b’ of retained Policy RD13 of the Local Plan 2002.
