The proposal would result in inappropriate development that would conflict with national, strategic and local planning policies regarding Green Belts set out in Policy RE2 of the Local Plan (Part 1) 2018 and Retained Policy RD2 of the Waverley Local plan (2002). There is a general presumption against inappropriate development and development which adversely affects the openness of the Green Belt. The proposed development does not comply with the requirements of these policies. No very special circumstances exist that would clearly outweigh the harm identified.
