ANY RELEVANT UPDATES TO GOVERNMENT GUIDANCE OR LEGISLATION SINCE THE LAST MEETING

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

 

Minutes:

Zac Ellwood  advised there was very little to update on central government guidance.  

 

The Committee was advised of a small correction in the report of the last meeting -  the National Planning Policy Framework was updated on the 20th of July 2021 so on page 10 of the agenda where it refers to the National Planning Policy Framework 2019 that should be 2021.  It was highlighted that officers did not believe that there is any changes in the 2021 NPPF that would amend the recommendations or the planning considerations.

 

It was also reported that a referendum was held on the Haslemere Neighbourhood Plan. The referendum was passed and although the formal process of formally adopting it by the council still has to take place, that needs to take place within eight weeks, the policies therein now form part of the development plan for the area so has status as part of the development plan. 

 

Finally it was acknowledged that members were having issues with the planning website today and that it's not the first time. There have been ongoing issues with the speed of the planning website for some time now. The Council has bought some software as the issue is some automated bots that attack our site seeking data by ‘scraping’ the data out, slowing the system and capacity on the network.

That planning permission be REFUSED on the following grounds:

 

 

The proposal by virtue of its scale, mass and design would result in a cramped and crowded development that would fail to take the opportunity available for improving the character and quality of the area and the way it functions. As such it would harm the character of the surrounding area and street scene. This would conflict with Policy TD1 of the Local Plan Part 1 2018, Retained Policies D1 and D4 of the Local Plan 2002, the Haslemere Design Statement 2012 and paragraphs 126 and 130 NPPF 2021.

The report was considered by the committee. Officers outlined the updates to the application which included amendments to highway conditions and an error on page 58 stating their would be no windows facing 22 Glenville Gardens. This was incorrect as their would be a dining room window but as it was more than 21 meters would have no impact.

 

An additional condition was proposed to state all windows on 1st and 2nd levels of the rear elevation should be fixed shut and have obscure glazing.

 

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

The officer gave a verbal update advising there was an error in the report. On page 87 and 88 of the agenda document, in the planning history and differences with previous proposal, the proximity to neighbouring properties read that it had increased from 0.7 metres to 1.5 meters but it's actually one meter to 1.5 meters.

 

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

The proposal would therefore conflict with policy TD1 of the 2018 local plan, FNP 16 of the final neighbourhood plan, retain policies D1 and D4 of the 2002 local plan, the Farnham Design Statement and guidance contained within the NPPF.
