APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Monday 19th April 2021.

MINUTES OF THE LAST MEETING

To approve the Minutes of the meeting held on 23 March 2021, and published on the councils Website, as a correct record.

To receive from members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley code of Local Government Conduct.

Background papers (as defined by Section 100D(5) of the Local Government Act relating to reports are listed under the “Representations” heading for each planning application presented, or may be individually identified under a heading “Background Papers”.

 

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Recommendation

 

That, subject to conditions 1-3 and informatives 1-2, the decision for the application for permission be GRANTED

A2 - WA/2020/0558 - LAND AT THE OLD MISSION ALL, HOOKSTILE LANE, FARNHAM, GU9 8LG pdf icon PDF 716 KB

Proposal

 

Outline application with all matters reserved for erection of 24 apartments with underground parking following demolition of existing bungalow The Old Mission Hall (revision of WA/2018/1879) (as amplified by Transport Assessment, Travel Plan, updated ecology report, and amendment to proposed housing to include 7 of the 24 dwellings as affordable units)

 

Recommendation A

 

That, subject to the completion of an appropriate legal agreement by the 27/10/2021 to secure the provision of on-site affordable housing, an off-site affordable housing contribution and financial contributions towards the ongoing maintenance and enhancement of Farnham Park; and subject to conditions 1-24 and informatives 1-5, that outline planning permission be GRANTED

 

Recommendation B

 

That, in the event that the requirements of recommendation A are not met, that permission be REFUSED

Recommendation

Proposal

 

Change of use of land from forestry to a mixed use of ongoing forestry and for filming purposes (as amended by information received 30/10/2020, 18/12/2020, 04/01/2021 and 29/01/2021)

 

Recommendation A

 

That, subject to conditions 1-17 and Informatives 1-12, and  the completion of a Section 106 Agreement to secure transport contributions within six months of the decision, permission be GRANTED

 

Recommendation B

 

That, in the absence of a completed Section 106 Agreement to secure transport contributions within six months of the resolution to grant permission, permission be REFUSED

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified at the meeting in the revised Part 1 of Schedule 12A to the Local Government Act 1972
