APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Tuesday 14th July 2020

 

Minutes:

Apologies had been received from Cllrs Brian Adams, Simon Dear, George Hesse and Kika Mirylees.

 

Cllrs Roger Blishen, Jerry Hyman and Anna James were present as Substitutes.

 

All Members were in remote attendance.

ANY RELEVANT UPDATES TO GOVERNMENT GUIDANCE OR LEGISLATION SINCE THE LAST MEETING

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

 

Minutes:

Zac Ellwood, Head of Planning and Economic Development, advised that the Business and Planning Bill had gone through its first reading and would become active next week. This related to changes in legislation around pavement business and extensions to development hours.

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Recommendation

 

That, subject to conditions 1-5 and Informatives 1-2, permission be GRANTED

Decision:

Planning permission REFUSED for the following reason:

 

The proposal, by reason of its size and siting, would result in an unacceptable loss of light and overbearing impact to the adjoining property at Highbury.  The proposal would therefore conflict with Polices FNP1 and FNP16 of the Farnham Neighbourhood Plan (2013-2032), Policy TD1 of the Local Plan (Part1) 2018, Retained Policies D1 and D4 of the Waverley Borough Local Plan 2002, the Council’s Residential Extensions SPD and the requirements of the NPPF 2019.

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made

representations which were duly considered:

 

Jamie Steward – Objector  (On behalf of neighbours)

Nick Griffin – Supporter (for the Applicant)

Cllr Andy MacLeod – Ward Councillor

 

The recommendation to grant planning permission, subject to conditions 1-5 and Informatives 1-2, was unanimously lost.

 

An Alternative Recommendation, to refuse planning permission, was proposed by Cllr Carole Cockburn, seconded by Cllr Peter Isherwood, and unanimously carried.

 

Decision

 

Planning permission REFUSED for the following reason:

Application under Regulation 3 for the retention and permanent use of the Riverside 3 car park. This application is accompanied by an Environmental Statement (further information as addendum to EIA provided 27/05/2020).

Reason

In the in the interests of flood risk and public safety, in accordance with Policy CC4 of the Local Plan Part 1 2018.

 

Minutes:

The Committee were updated on the revision to Condition 3 as per the update sheet circulated. The application was CARRIED with 12 in favour and 2 against.
