To approve the Minutes of the Meeting held on 23 June 2020, which have been published on the Council’s website.

Minutes:

The minutes of the meeting held on 23 June 2020 were confirmed as a correct record of the meeting.

9.

APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Tuesday 30 June.

 

Minutes:

Apologies had been received from Cllr Brian Adams and Cllr Anna James attended as Substitute.

 

All Members were in remote attendance.

ANY RELEVANT UPDATES TO GOVERNMENT GUIDANCE OR LEGISLATION SINCE THE LAST MEETING

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

 

Minutes:

The planning officers updated the Committee on the following guidance:

 

a)    Extensions to hours of construction – for Local Planning Authorities to be flexible in their approach to requests to extend hours.

b)    The Business and Planning Bill is due to receive Royal Assent in order to replace more formal working hours.  Officers are working on a procedure to address this.

c)    Planning permissions with an expiry date between now and end of year have been given an extension till April 2021 to allow developers extra time.

APPLICATIONS FOR PLANNING PERMISSION

Background papers (as defined by Section 100D(5) of the Local Government Act relating to reports are listed under the “Representations” heading for each planning application presented, or may be individually identified under a heading “Background Papers”.

 

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

The committee were advised there had been one application decided under delegated powers:

Erection of 22 dwellings following demolition of former school buildings and dwelling at  The Heights, 5 Hill Road,  Haslemere GU27 2JP

 

Recommendation A

 

That, subject to completion of a S106 Agreement to secure maintenance of the amenity areas, estate roads and footpaths, and subject to conditions 1-23 and Informatives 1-12 permission be GRANTED.

 

Recommendation B

 

In the event that the requirements of recommendation A are not met, that permission is REFUSED

Following the receipt of additional information the application was DEFERRED for the application be readvertised for a period of 14 days.

Minutes:

Erection of 22 dwellings following demolition of former school buildings and dwelling at  The Heights, 5 Hill Road,  Haslemere GU27 2JP

 

The revised recommendation to defer the application to a later date following receipt of additional information and to allow for the application be re-advertised for a period of 14 days was unanimously agreed.

 

 

Decision

 

Following the receipt of additional information the application was DEFERRED.

Erection of a new dwelling (revision of WA/2019/0001).

 

Recommendation

 

That permission be GRANTED, subject to Conditions 1 – 10, and Informatives 1 – 4.

Planning permission REFUSED for the following reason:

 

The proposed development by virtue of its design, bulk and scale would result in material harm to the appearance of the area and streetscene in conflict with Policies TD1 of the Local Plan (Part 1) 2018, retained Polices D1 and D4 of the Waverley Borough Local Plan 2002 and Policy FNP1 of the Farnham Neighbourhood Plan 2013-2032.

 

Minutes:

Erection of a new dwelling (revision of WA/2019/0001).

 

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made

representations which were duly considered:

 

Cllr Scotty Fraser – on behalf of Farnham Town Council

Cllr Andy Macleod – Ward Councillor

 

Cllr Jerry Hyman spoke in accordance with the Council’s Procedure Rules.

 

The Committee noted the update sheet sent out after publication of the agenda.

 

The recommendation as set out in the report, to grant planning permission subject to Conditions 1 – 10, and Informatives 1 – 4, was lost with 2 for and 13 against.

 

An Alternative Recommendation, to refuse planning permission, was proposed by Cllr Carole Cockburn, seconded by Cllr Michaela Martin, and carried by a vote of 12 for and 2 against.

 

Decision

 

Planning permission REFUSED for the following reason:
