APOLOGIES FOR ABSENCE AND SUBSTITUTES

To receive any apologies for absence and substitutes.

Minutes:

Apologies had been received from Cllr Brian Edmonds and Cllr Roger Blishen was present as a Substitute.

 

All Members were in remote attendance.

DECLARATIONS OF INTEREST

To receive from members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley code of Local Government Conduct.

Minutes:

Cllr David Beaman declared a non-pecuniary interest in relation to application WA/2020/0105 (Land at Woolmead) as he had been present as a Member of the Waverley Executive at a meeting with Berkeley Homes.

There had been no relevant updates to planning legislation or guidance since the last planning committee meetings.

APPLICATIONS FOR PLANNING PERMISSION

A1 - WA/2020/0055 - LAND AT BARN, HARVEST NURSERIES, GRANGE ROAD, TILFORD pdf icon PDF 257 KB

Erection of a detached garage and creation of a vehicular access.

 

Recommendation

 

That, subject to conditions 1- 7 and informatives 1- 2 , permission be GRANTED.

 

Decision:

Planning permission GRANTED, subject to conditions 1 to 7 set out in the agenda report, additional conditions requiring a permeable/porous surface to the new access track and restricting hours of construction, and informatives 1 to 2.

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

Cllr Jerry Hyman spoke in accordance with the Council’s Procedure Rules.

 

Decision

 

Planning permission GRANTED, subject to conditions 1 to 7 set out in the agenda report, additional conditions requiring a permeable/porous surface to the new access track and restricting hours of construction, and informatives 1 to 2.

A2 - WA/2020/0105 - LAND AT WOOLMEAD, FARNHAM pdf icon PDF 679 KB

Application under section 73 to vary condition 1 of WA/2018/0456 (approved plan) to amend basement layout to reduce car parking spaces.

 

Recommendation A

 

That, subject to the prior completion of a legal agreement (to secure carryover of the obligations from the original consent and update the obligation to secure an additional year car pool payment and payment to amend the TRO), conditions 1-37 and informative 1-22, permission be GRANTED

 

Recommendation B

 

That, if the requirements of Recommendation A are not met within 6 months of the date of the resolution to grant permission, then permission be REFUSED

Decision:

Planning permission REFUSED for the following reason:

 

By virtue of the level of car parking provided for the proposed development, the proposed development would be likely to result in inconvenience to surrounding residents and adversely impact on the character and amenity of the area as a result of on-street parking.  The proposal therefore conflicts with policies D1 and D4 of the Waverley Local Plan 2002, Waverley Borough Council Parking Guidance (2013), Surrey County Council Vehicular and Cycle Parking Guidance (2018) and policies FNP1, FNP22 and FNP30 of the Farnham Neighbourhood Plan (2020).

Application under section 73 to vary condition 1 of WA/2018/0456 (approved plan) to amend the basement layout to reduce car parking spaces.

Public Speaking

 

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

 

David Wylde -  Objector (representing the Farnham Society)

Scotty Fraser – on behalf of Farnham Town Council

David Gilchrist – Supporter (for the Applicant)

 

Cllr Jerry Hyman spoke in accordance with the Council’s Procedure Rules.

 

The revised recommendation as set out the in the Update Report, to grant planning permission, subject to the prior completion of a legal agreement (to secure carryover of the obligations from the consent and update the obligation to secure an additional year car pool payment), conditions 1 – 37 (with the deletion of condition 8, which repeats condition 7, and the new condition 8 in relation to the TRO in the update sheet),Informatives 1 – 22, and provided Natural England did not raise an objection to the Appropriate Assessment, was unanimously lost.

 

An Alternative Recommendation, to refuse planning permission, was proposed by Cllr Carole Cockburn, seconded by Cllr Brian Adams, and unanimously carried.

 

Decision

 

Planning permission REFUSED for the following reason:
