APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

To receive any apologies for absence and substitutions.

 

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Wednesday 18 August 2021.

To agree the minutes of the meeting held on 11 August 2021, which are published on the Council’s website.

QUESTIONS BY MEMBERS OF THE PUBLIC

The Chairman to respond to any questions received from members of the public in accordance with Procedure Rule 10.

Minutes:

An email was received from a member of the public raising 3 questions. In relation to a question regarding under provision of allocated parking for some units, officers responded stating that the overall quantum, including visitor spaces shown on the site plan, was in excess of the Waverley standard overall and therefore the slight under provision of allocated parking for some units was considered acceptable.

 

In relation to a question regarding building heights and whether these ‘skew the SHMA recommendations’ officers advised that the building heights have been set for a combination of design and accommodation reasons and that the outline consent did not prohibit 2.5 and 3 storey development. The mix of units will need to balance across the whole 425 unit development and does not match the originally specified mix for this phase individually.

 

In relation to a condition regarding Electric Vehicle Charging Points, Officers responded that conditions are recommended to update the requirements of the outline consent.

Background Papers

 

Background papers (as defined by Section 100D(5) of the Local Government Act relating to reports are listed under the “Representations” heading for each planning application presented, or may be individually identified under a heading “Background Papers”.

 

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Approval of all reserved matters for phase 3 for the erection of 197 dwellings with associated access, parking and landscaping works following the outline approval WA/2016/1625 for the erection of 425 dwellings.

 

Recommendation

 

That permission be GRANTED subject to conditions 1-17.

There was an amendment to the condition regarding electric charging points to state that a minimum number would be specified.

 

The additional conditions related to:

 

Ward Members would be consulted on what was to be there, particularly around whether there was to be a fountain.

 

A resolution was approved to delegate officers to agree the wording of the additional conditions and informatives with ward councillors and the applicant.
