APOLOGIES FOR ABSENCE AND SUBSTITUTIONS

Where a Member of the Committee is unable to attend a substitute Member may attend, speak and vote in their place at that meeting.

 

Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

 

For this meeting the latest date apologies can be given for a substitute to be arranged is Tuesday 5 October 2021.

Minutes:

Councillor Gray declared a non-pecuniary interest in item A1 as he was a member of Dunsfold Parish Council.  Councillor Townsend also declared a non-pecuniary interest as she was a member of Cranleigh Parish Council but had not taken part in the discussions and was also a member of Friends of the Earth.

Proposal

 

Erection of 21 dwellings (including 8 affordable) together with associated access, parking and landscaping (as amended by Drainage Strategy received 06/04/2021).

 

Recommendation

 

That permission be GRANTED, subject to conditions 1-33 and informatives 1-16.

That permission be REFUSED as it was felt it would fail to preserve the character of the Countryside Beyond the Green Belt and AGLV landscape.  The site lies outside of the settlement boundary and the development would result in loss of a visual buffer and urbanisation.  The application fails to provide a play area on site and it had not been sufficiently demonstrated that access could be provided to a neighbouring play area.  There was also felt to be insufficient information about sewage and waste water drainage, and sustainability measures.  There was considered to be a harmful impact on the landscape which would result in less biodiversity.  There was further concern that the area represented an amphibian highway.

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered.

The proposal was lost by 3 for and 10 against, with no abstentions.

 

An alternative recommendation to refuse the item was proposed by Cllr Townsend and seconded by Cllr Wilson.  It was carried by 10 for and two against.

 

Decision

 

Permission was REFUSED for the following reason:

 

The application fails to provide a play area on site  and there were too many unresolved issues including access to a neighbouring play area.  There was also felt to be insufficient information about sewage and waste water drainage.  There was considered to be a harmful impact on the landscape which would result in less biodiversity.  As it was outside of the settlement boundary  it was felt it would fail to preserve the character of the land beyond the green belt.  There was further concern that the area represented an amphibian highway.

Decision:

Permission REFUSED for the following reason:

 

The proposal, by way of its bulk, massing, siting and appearance, would fail to respect the character of the surrounding landscape, including the AONB.  The proposal would therefore conflict with Policies TD1 and RE3 of the Local Plan 2018 (Part1) and retained Policies D1 and D4 of the Local Plan 2002.

Decision

 

Permission REFUSED because of the proximity to the footpath and the fact that it was in an area of Outstanding Natural Beauty.

 

 

They then considered WA/2021/0249 which was an alternative proposal for the site.
