Members are advised that in order for a substitute to be arranged a Member must give four (4) clear working days notice of their apologies.

ANY RELEVANT UPDATES TO GOVERNMENT GUIDANCE OR LEGISLATION SINCE THE LAST MEETING

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

 

Minutes:

Zac Ellwood, Head of Planning & Economic Development, informed the Committee that the Business and Planning Bill had gone through its first reading and was expected to have the 2nd reading next week.

In accordance with the Council’s public speaking scheme, the following made representations which were duly considered:

The committee noted that 2 additional representations had been received and that Condition 6 had now been split into 2 conditions.

 

The Committee noted the update sheet sent out after publication of the agenda.

Planning permission GRANTED, subject to conditions 1-17 and informatives 1-14 with amendments to conditions:

This is a subsequent application under the EIA Regulations and is accompanied by a statement of conformity (as amended by plans received 12/12/2019, 27/12/2019 and 02/01/2020. (Amended description) at  Land South Of High Street Between Alfold Road And Knowle Lane,  Cranleigh

Decision

 

Planning Permission GRANTED subject to conditions 1- 16 (outlined in the update sheet) and informatives 1-19, and the addition of a further condition and amendment to condition 16 as follows:

 

·         Condition

No dwelling hereby approved shall first be occupied until confirmation has been provided that either:- all water network upgrades required to accommodate the additional flows to serve the development have been completed; or - a housing and infrastructure phasing plan has been previously submitted to and approved in writing by the Local Planning Authority to allow additional properties to be occupied. Where a housing and infrastructure phasing plan is agreed no occupation shall take place other than in accordance with the agreed housing and infrastructure phasing plan.

 

Reason

The development may lead to no / low water pressure and network reinforcement works are anticipated to be necessary to ensure that sufficient capacity is made available to accommodate additional demand anticipated from the new development. This is necessary in accordance with Policy CC2 of the Local Plan (Part 1) 2018.

 

·         Amendment to condition 16 regarding measuring the net gain to biodiversity as requested by the Surrey Wildlife Trust.

That, pursuant to Procedure Rule 20 and in accordance with Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting during consideration of the following item on the grounds that it is likely, in view of the nature of the business to be transacted or the nature of the proceedings, that if members of the public were present during the item, there would be disclosure to them of exempt information (as defined by Section 100I of the Act) of the description specified at the meeting in the revised Part 1 of Schedule 12A to the Local Government Act 1972.
