To confirm the Minutes of the Meeting held on 5 December 2018 (to be laid on the table half an hour before the meeting).

The Minutes of the Meeting held on 5 December 2018 were confirmed and signed.

 

Cllr Band recalled that at the last meeting, officers had agreed to contact the applicants for the Arbuthnot Hall application and invite them for further pre-application discussions in order to help them to put forward a more acceptable scheme for the site, however this had not yet happened. Officers agreed to follow up on this and write to the applicants.

Declarations of Interests

Minutes:

Cllr Maurice Byham declared a non-pecuniary interest in item A1, Land at Mill Farm Cottage, as he was friends with a neighbour of the site. He did not take part in the debate or vote for this item.

 

Cllr Richard Seaborne declared a non-pecuniary interest in item A1, Land at Mill Farm Cottage, as he was a member of Bramley Parish Council Planning Committee.

 

Cllr Mary Foryszewski declared a non-pecuniary interest in item A2, Little Dene, as she was known to the applicant. In the interest of public perception she left the Council Chamber while the item was considered.

 

Cllrs Jeanette and Stewart Stennett declared a pecuniary interest in item A2, Little Dene and left the Council Chamber while the item was considered.

Performance Against Government Targets pdf icon PDF 52 KB

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics will be included with the update sheet.

Minutes:

The Committee heard that the Council continued to perform well in terms of the speed of decision making.

 

In relation to the quality of decision making, officers informed the Committee that the final appeal decision for the assessment period had now been received from the Planning Inspectorate. Although this decision had now pushed the Council over the 10% target for major appeals, the Government had already published its statistics for this assessment period and therefore this decision hadn’t been counted. While this meant that the Council had not been recorded as poorly performing, officers advised that this should be seen as a warning for the Committee when determining major applications in the future.

5. Condition

Before any work on site begins, cross sections/details indicating the proposed finished floor levels, existing and proposed ground levels above ordnance datum shall be approved in writing by the Local Planning Authority. The works shall be carried out in strict accordance with the approved details.

In the interest of the character and amenity of the area in accordance with Policy TD1 of the Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

19. Condition

Construction works to and from the site in connection with these works shall take place only between 08:00-18:00 Monday to Friday and 08:00 – 13:00 Saturdays and shall not take place at any time on Sundays or on Bank or Public Holidays.

The vehicle spaces as hereby approved shall not be first put into use until the spaces have been laid out within the site in accordance with the approved plans, drawing no. TSP/WAV/P”864/73 Rev C, For vehicles to be parked. Thereafter the parking area shall be retained and maintained for their designated

 

Reason

The above conditions are required in order that the development should not prejudice highway safety nor cause inconvenience to other highway users, in accordance with Policy ST1 of Waverley Borough Council's Local Plan 2018.

 

Additionally, the Committee requested that officers liaise with the Council’s Housing Service to suggest that bollards be installed to protect other green areas adjacent to the application site.
