Minutes:

Cllr Richard Seaborne declared a non-pecuniary interest in item B1 as he was a member of Bramley Parish Council’s Planning Committee that had made an objection to the application, however he had not been present at the meeting where this application was discussed.

Any Relevant Updates to Government Guidance or Legislation Since the Last Meeting

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Minutes:

Beth Howland-Smith, Development Manager, informed the Committee that there had been updates to the NPPG in regard to design. A new national design guide introduced 10 characteristics that would contribute to high quality design. Beth added that this reinforced the principles already followed by the Council.

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

That, subject to conditions 1 – 9 and informatives 1 – 4, permission be GRANTED.

Decision

 

RESOLVED that permission be REFUSED for the following reasons:

 

1. Reason

The proposal, by reason of the size, height, scale and prominent position of the proposed garage, would result in harm to the character and appearance of the streetscene, contrary to Policy TD1 of the Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

2. Reason

The proposal, by reason of its bulk, mass and scale, would detract from the openness of the Green Belt and very special circumstances are not seen to exist to outweigh this, or any other, harm. The proposal is therefore contrary to Policy RE2 of the Local Plan 2018 (Part 1).
