Apologies for absence were received from Cllrs John Gray and Ruth Reed.

Minutes:

Cllr Liz Townsend declared a pecuniary interest in agenda item A2 as her husband had done some horticultural work for the applicant. She left the room while the item was considered.

 

Cllr Val Henry declared a non-pecuniary interest in agenda item A2 as a member of Ewhurst Parish Council.

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Minutes:

The Committee heard that updated guidnace had been published in relation to the Habitats Regulations. This had no impact on the items on the Committee’s agenda for this meeting, and a briefing session would be arranged for Members in due course.

RESOLVED that permission be REFUSED for the following reasons:

 

1. Reason

The proposed development would result in harm to openness and would therefore represent inappropriate Green Belt development. No very special circumstances are seen to exist to outweigh their harm. The proposal therefore conflicts with Policy RE2 of the Waverley Borough Local Plan 2018 (Part 1).

 

2. Reason

The proposal, by reason of its siting, scale and design would detract from the landscape character of the Surrey Hills Area of Outstanding Natural Beauty and the Area of Great Landscape Value. The proposal would therefore be contrary to Policy RE3 of the Waverley Borough Local Plan 2018 (Part 1).

1. Reason

The proposal would result in harm to openness and would therefore represent inappropriate Green Belt development. No very special circumstances are considered to exist to outweigh this harm. 3. Reason

It has not been demonstrated to the satisfaction of the Local Panning Authority that there would be no resultant harm to protected species and the wider biodiversity interests of the site. The proposal is therefore contrary to Policy NE1 of the Waverley Borough Council Local Plan 2018 (Part 1) and the Conservation of Habitats and Species Regulations 2017.
