Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics will be included with the update sheet.

Proposal

 

Erection of 5 dwellings following demolition of existing dwelling.

 

Recommendation

 

That, subject to conditions and informatives, permission be GRANTED.

Erection of 5 dwellings following demolition of existing dwelling.

 

Decision

 

RESOLVED that permission be REFUSED for the following reasons:

 

1.    The proposal, as a result of the number of dwellings, scale, layout, urbanising impact and overdevelopment of the site, would result in material visual harm to the rural character of the area and would fail to satisfactorily recognise and safeguard the intrinsic character and beauty of the Countryside beyond the Green Belt. The proposal would fail to take the opportunity available for improving the character and quality of the area and the way it functions. The proposal is therefore contrary to Policies RE1 and TD1 of the Local Plan 2018 (Part 1), retained Policies D1 and D4 of the Local Plan 2002 and paragraphs 127, 130 and 170 of the NPPF 2018.

 

2.    The proposal, as a result of its size, height, bulk and proximity to neighbouring residential properties, would result in a detrimental overbearing impact on the amenities of occupiers of No 1 – 4 Black Barn. The proposal would therefore be contrary to Policy TD1 of the Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

3.    Insufficient information has been submitted to demonstrate that a feasible drainage strategy could be implemented in connection with the proposed development and, as such, the proposal could result in an unacceptable increase in surface water runoff that could increase flood risk elsewhere. The proposal would therefore be contrary to Policy CC4 of the Local Plan 2018 (Part 1), retained Policy D1 of the Local Plan 2002 and paragraphs 163 of the NPPF 2018.

 

4.    The proposal would fail to conserve or enhance the character and significance of the Conservation Area, and would result in less than substantial harm. There are no identified public benefits that would outweigh the less than substantial harm to the designated heritage asset. The proposal would therefore be contrary to Policy HA1 of the Local Plan 2018 (Part 1), retained Policy HE8 of the Local Plan 2002 and paragraphs 196 of the NPPF 2018.

Decision

 

RESOLVED that permission be REFUSED for the following reasons:

 

1.    The proposed dwellings, by reasons of their siting, from, bulk, mass, small plot size and design would ne harmful to the character and visual amenity of the area.  The proposal would constitute overdevelopment of the site and would be intrusive in the streetscene. The character of the area would not be respected and as a result the development would not be in accordance with Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

2.    The proposal would fail to provide a high standard of amenity for future occupiers by reason of insufficient private amenity space associated with each dwelling. The proposal is therefore contrary to Policy TD1 of the Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

3.    The proposal would result in harmful overlooking of No 1 Fisher Rowe Close to the east of the site, and to the amenity area swerving St Helliers to the north of site. As such, the proposal would not be in accordance with Policy TD1 of the Local Plan 2018 (Part 1) or retained Policies D1 and D4 of the Local Plan 2002.
