Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics will be provided with the update sheet.

The Committee noted that the Council continued to perform well in regard to the speed and quality of decision making.

Proposal

 

Erection of 5 dwellings with associated parking and landscaping following demolition of existing outbuildings and extension together with extensions and alterations to existing public house, parking provision and amenity space and relevant demolition of an unlisted building in a Conservation Area (as amended by plans received 17/05/2018 and 05/07/2018 and amplified by information received 03/07/2018).

 

Recommendation

 

That, subject to conditions, permission be GRANTED.

Proposal

 

Erection of 5 dwellings with associated parking and landscaping following demolition of existing outbuildings and extension together with extensions and alterations to existing public house, parking provision and amenity space and relevant demolition of an unlisted building in a Conservation Area (as amended by plans received 17/05/2018 and 05/07/2018 and amplified by information received 03/07/2018).

 

Decision

 

RESOLVED that permission be REFUSED for the following reasons:

 

Reason 1

 

The proposed development, by virtue of its bulk, mass and extent of development would result in a cramped form of development and would amount to an overdevelopment of the site, and would be harmful to visual amenity. As such, the proposal would be contrary to Policy TD1 of the Local Plan (Part 1) 2018 and retained Policies D1 and D4 of the Local Plan 2002, and guidance contained within the NPPF 2018.

 

Reason 2

 

The proposed development would cause less than substantial harm to an undesignated heritage asset and to a designated heritage asset (Conservation Area). It would fail to protect and enhance the character and appearance of the Conservation Area. The benefits of the proposal would not outweigh the harm caused to the heritage asset. Consequently, the proposed development would be contrary to Policy HA1 of the Local Plan (Part 1) 2018 retained Policies D1, D4 and HE8 of the Local Plan 2002 and guidance contained within the NPPF 2018.

 

Reason 3

 

The proposed development would result in loss of trees and associated habitat which make a significant contribution to the character of the area and would be contrary to Policy TD1 of the Local Plan (Part 1) 2018 and retained Policy D6 of the Local Plan 2002.

 

Reason 4

 

The proposal would fail to preserve a cultural asset, and would be contrary to the objectives of Paragraphs 83 and 92 of the NPPF 2018.

Decision

 

RESOLVED that permission be REFUSED for the following reasons:

 

Reason 1

 

The application site is in an isolated location and the proposed conversion would not fall within any of the circumstances set out in paragraph 79 of the NPPF 2018. It would fail to enhance the immediate setting. The proposal would result in an isolated dwelling in the Countryside, in conflict with paragraph 79 of the NPPF 2018.

 

Reason 2

 

The proposal would result in less than substantial harm to the significance of designated and non-designated heritage assets. This less than substantial harm would outweigh the public benefits of the proposal and the proposal would therefore conflict with Policy HA1 of the Local Plan 2018 (Part 1), retained Policy HE3 of the Local Plan 2002 and paragraphs 196 and 197 of the NPPF 2018.

 

Reason 3

 

The introduction of a residential use on the site and its associated domestic paraphernalia would give rise to an adverse impact on the character and visual amenities of the area, in conflict with Policies RE1, RE3 and TD1 of the Local Plan 2018 (Part 1), retained Policies D1 and D4 of the Local Plan 2002 and the Dunsfold Village Design Statement 2001.

Reason 1

 

The proposed development by reason of the increase in noise and disturbance from the access, and the overbearing impact from the size, bulk and mass and design of the dwellings would result in conditions harmful to neighbouring residential amenity. The proposal would be contrary to Policy TD1 of the Local Plan (Part 1) 2018, retained policies D1 and D4 of the 2002 Local Plan and guidance contained in the NPPF.

 

Reason 2

 

The proposed development would result in harm to the character and appearance of the areas, and loss of tress which would result in harm to the character of the area contrary to the objectives of Policy TD1 of the Local Plan (Part 1) 2018, and retained policies D1 and D4 of the retained Local Plan 2002 and guidance contained in the NPPF.
