Cllr  Follows declared a non-pecuniary interest in agenda item 8 (application for planning permission WA/2019/1932 at Caesars Place, Ockford Road, Godalming) as he was the one who called in the application for decision by the committee.

Any Relevant Updates to Government Guidance or Legislation Since the Last Meeting

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Minutes:

Patrick Arthurs advised the Committee that the latest Housing Delivery Test (HDT) results for 2019 were published by the government on 13 February 2020.   Waverley Borough Council scored 85% in the published HDT results.  This means that, from 14 February 2020, the Council is now required to apply a 5% buffer to its housing requirement, as opposed to 20%, as was the case previously. The Council considers the implications of these results to be material to its housing land supply position and to the determination of this appeal.

 

In the evidence presented at the Hearing that took place in December 2019, Waverley Borough Council argued that our housing land supply figure at that time, including the 20% buffer required as a result of the 2018 Housing Delivery Test result was 5.185 years.  Applying a 5% buffer to that figure, as is now required based on the 2019 HDT result, rather than 20%, would bring the housing land supply figure to 5.92 years.

Proposal

 

Permission is sought for:

 

The of a 5.5m high alpha telecommunications pole, 4 x 600mm dishes and 4 equipment cabinets at rooftop level, with associated development.

 

The pole and equipment would be located towards the north eastern part of the site. At this point, the building is 5 storey in height. The equipment cabinets Would be a maximum height from roof level of 3m. The plans depict that the pole would be approximately 7.2m from the roof level indicated on the submitted plans. Additional apparatus in the form of cable trays, handrails and appropriate flooring/matting are proposed.

 

The pole is proposed to be painted white and the cabinets and associated steelwork to be painted in a brick effect, to match the existing façade.

 

Recommendation

 

That, subject to conditions 1-5 and informatives 1-2, permission be GRANTED

Proposal

 

Permission is sought for:

-       The erection of a new attached dwelling.

-       The new dwelling would project 4.85m from the flank elevation of 4 New Road with a depth of 11.15m at ground floor and between 7.15m and 9.65m at first floor. The roof would be hipped with a ridge height of 7.1m to match 4 New Road.

 

Recommendation

 

That Subject to conditions 1-12 and informatives 1-8, permission be GRANTED

-       The new dwelling would project 4.85m from the flank elevation of 4 New Road with a depth of 11.15m at ground floor and between 7.15m and 9.65m at first floor. The roof would be hipped with a ridge height of 7.1m to match 4 New Road.

 

Decision

 

The committee voted 4 in favour of the officer recommendation to Grant and 7 against, therefore the recommendation to grant was lost.

 

Cllr Baker proposed that the application be refused and Cllr Martin seconded.

 

The committee voted 9 in favour of the proposal to refuse, 1 against and there was 1 abstention.

 

RESOLVED that the application be REFUSED for the following reason:

 

The proposed development is considered to be cramped and not in keeping with the surrounding pattern of development, and character and appearance of the streetscene. The proposal is therefore contrary to Policy TD1 of the Local Plan (Part 1) 2018 and retained Policies RD1, D1 and D4 of the Local Plan 2002.
