Apologies for absence were received from Cllrs Peter Martin, Paul Rivers, Penny Rivers and Trevor Sadler.

Cllr David Else declared a pecuniary interest in item B1 as he was the agent for the application. He left the Council Chamber while the item was discussed.

Any Relevant Updates to Government Guidance or Legislation Since the Last Meeting

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Minutes:

Beth Howland-Smith, Development Manager, informed the Committee that there had been updates to the NPPG in regard to design. A new national design guide introduced 10 characteristics that would contribute to high quality design. Beth added that this reinforced the principles already followed by the Council. She agreed to circulate a link to the document by email.

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Recommendation

 

That, subject to conditions 1 – 7 and informatives 1 – 3, permission be GRANTED.

RESOLVED that permission be GRANTED, subject to conditions 1 – 7 as set out in the agenda report and additional condition 8 below as well as informatives 1 – 3.

 

8. Condition

The congregation shall not exceed 30 persons at any one time. No variation shall take place without the prior written approval of the Local Planning Authority.

 

Reason

In the interests of the amenities of the area in accordance with Policies TD1 of the Local Plan (Part 1) 2018 and Policies D1 and D4 of the Local Plan 2002 (retained policies February 2018).
