To confirm the Minutes of the Meeting held on 12 June 2019 (to be laid on the table half an hour before the meeting).

The Minutes of the Meeting held on 12 June 2019 were confirmed and signed.

 

Beth Howland-Smith, Development Manager, reminded the Committee that at its last meeting Paul McKim, Head of Planning and Economic Development, had agreed to write to the applicant to communicate the concerns of Members that fell outside the scope of the Committee’s planning remit. This had been done and Paul was now awaiting a  response.

14.

Apologies for Absence

To receive any apologies for absence.

Apologies for absence were received from Cllrs Richard Cole, Joan Heagin, Penny Rivers and Trevor Sadler.

Declarations of Interests

To receive from Members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Cllr  David Else declared a pecuniary interest in agenda items B3 and B4 and left the Council Chamber while these applications were considered.

 

Cllrs Peter Martin and Steve Cosser declared personal, non-pecuniary interests in item B1 as a personal friend of theirs lives at Netherwood Court. They both left the Chamber while the item was considered.

Any Relevant Updates to Government Guidance or Legislation Since the Last Meeting

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Minutes:

Beth Howland-Smith informed the Committee that following a successful referendum, the Godalming and Farncombe Neighbourhood Plan could now be afforded full weight. This did not affect the content or recommendations within any of the reports before the Committee at this meeting.

Objection to Tree Preservation Order (No. 02/2019) - Trees on Land at Wheeler Street, Wheeler Lane, Witley pdf icon PDF 636 KB

To consider an objection to the making of a Tree Preservation Order (TPO) and to determine whether the Order should be confirmed, with modification to the title of the Order.

 

Recommendation

 

It is recommended that the Tree Preservation Order 02/2019 applying to a Group of three Lime trees and ten Oak trees be confirmed with modification only to the TPO title. This is recommended following clarification of the site address.

 

The proposed change to the title is:

From: Trees on land at Wheeler Street, Wheeler Lane, Witley

To: Trees on land at Wheeler Lane, Witley.

Decision:

The Committee considered the report which outlined an objection to the making of a Tree Preservation Order at Wheeler Lane, Witley.

 

Members discussed the impact of the trees on the objector’s property, as well as the adjacent nursery site which had outline planning permission for the provision of further housing.

 

The Committee was satisfied that the mitigation measures set out in the report, which had been suggested by Tree Officers and that the owner of the trees had agreed to carry out, would sufficiently reduce the encroachment of the canopies over the amenity areas of the objector’s property.

 

Decision

 

RESOLVED that the Tree Preservation Order 02/2019 applying to a Group of three Lime trees and ten Oak trees be CONFIRMED with modification only to the TPO title.

 

The change to the title is:
