Minutes:

Cllr Paul Follows declared a non-pecuniary interest in item B1, Westbrook Mills as a member of Godalming Town Council.

 

Beth Howland Smith, Development Manager, declared a pecuniary interest in items B2 and B3 and left the Chamber while these were considered.

Performance Against Government Targets pdf icon PDF 60 KB

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics will be included with Update Sheet.

The Committee was pleased to note that the Council continued to perform well in terms of the speed and quality of decision-making.

Proposal

 

Erection of fourth floor roof extensions to existing buildings 1 and 2 to provide 24 dwellings (including 7 affordable) together with alterations to elevations of buildings 1, 2 and 3, layout of parking and landscaping works. The proposed drawings show an additional 99 dwellings which do not form part of this application. (amended description and plans 29/01/2019).

 

Recommendation

 

RECOMMENDATION A:

 

That, subject to conditions and a legal agreement to secure 7 affordable housing units and SANG provision within 6 months from the date of this decision, permission be GRANTED.

 

RECOMMENDATION B:

 

That, in the event that a Section 106 agreement is not completed within 6 months of the date of the resolution to grant planning permission, permission be REFUSED.

Decision

 

RESOLVED that permission be REFUSED for the following reason.

 

The proposed development, by reason of its design, scale and bulk, would result in a prominent and unsympathetic addition to the existing building, to the detriment of the visual amenities and character of the area. The development therefore fails to comply with the requirements of Policy TD1 of the Local Plan (Part 1) 2018, retained Policies D1 and D4 of the Local Plan 2002, and the NPPF.
