Performance Against Government Targets pdf icon PDF 52 KB

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

The latest available statistics will be included with the update sheet.

Minutes:

The Committee heard that the Council continued to perform well in terms of the speed of decision making.

In relation to the quality of decision making, officers informed the Committee that the final appeal decision for the assessment period had now been received from the Planning Inspectorate. Although this decision had now pushed the Council over the 10% target for major appeals, the Government had already published its statistics for this assessment period and therefore this decision hadn’t been counted. While this meant that the Council had not been recorded as poorly performing, officers advised that this should be seen as a warning for the Committee when determining major applications in the future.

Applications for Planning Permission pdf icon PDF 70 KB

Background Papers

Background papers (as defined by Section 100D(5) of the Local Government Act 1972) relating to reports are listed under the “Representations” heading for each planning application presented, or may be individually identified under a heading “Background Papers”.

The implications for crime, disorder and community safety have been appraised in the following applications but it is not considered that any consideration of that type arises unless it is specifically referred to in a particular report.

Minutes:

RESOLVED that the applications for planning permission be determined as set out below.

Item A1, WA/2018/1525 - Land Centred Coordinates 496830 146100 South East Binscombe Godalming pdf icon PDF 1 MB

Proposal

Erection of 21 dwellings and associated works with new access from Binscombe.

Recommendations

RECOMMENDATION A:

That, subject to conditions 1 – 26, informatives 1 – 17, and the agreement of appropriate legal agreement within six months of committee resolution permission be GRANTED.

RECOMMENDATION B:

That in the absence of an appropriate legal agreement being agreed within six months of committee resolution permission be REFUSED.

Minutes:

[Cllr Nicholas Holder arrived at the meeting after the officer presentation and therefore did not take part in the vote for this item.]

Proposal

Erection of 21 dwellings and associated works with new access from Binscombe.

Decision

RESOLVED that permission be REFUSED for the following reasons:

1. Reason

The proposal, by reason of the number of dwellings and urbanising impact, would cause a harmful impact upon the setting of the Binscombe Conservation Area. The proposal would result in less than substantial harm to the significance of the heritage asset which would not be outweighed by the public benefits identified. As such, the proposal is contrary to HA1 of the Waverley Local Plan (Part 1) 2018, retained Policy H8 of the Waverley Local Plan 2002 and paragraph 196 of the National Planning Policy Framework 2018.

2. Reason

The proposal, by reason of the number of dwellings and urbanising impact, would cause a harmful impact upon the setting of the adjacent Listed Buildings. The proposal would result in less than substantial harm to the significance of the heritage asset which would not be outweighed by the public benefits identified. As such, the proposal is contrary to HA1 of the Waverley Local Plan (Part 1) 2018, retained Policy H3 of the Waverley Local Plan 2002 and paragraph 196 of the National Planning Policy Framework 2018.

3. Reason

The applicant has failed to enter into an appropriate legal agreement to secure the provision of affordable housing within the meaning of the NPPF, appropriate to meet Waverley Borough Council’s housing need. The proposal would therefore fail to create a sustainable, inclusive and mixed community, contrary to the requirements of Policy AHN1 of the Local Plan 2018 (Part 1) and paragraph 61 of the NPPF 2018.

4. Reason

The applicant has failed to enter into an appropriate legal agreement to secure the provision of environmental enhancements, play areas and leisure improvements. The proposal therefore conflicts with Policy ICS1 of the Local Plan 2018 (Part 1) and paragraph 92 of the NPPF 2018.

Public speaking

In accordance with the Council’s arrangements for public participation at meetings, the following made representations in respect of the application, which were duly considered:

Stephen Clarke - Objector

Geoff Armstrong - Applicant/Agent
