Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

Decision

 

RESOLVED that permission be REFUSED for the following reasons.

 

1. The proposed development would represent an overdevelopment of the site and would cause a cramped and contrived appearance which would not be in keeping with character of the street scene. In addition due to the cramped nature of the site, the proposal would provide inadequate space for parking and turning on site. The proposal would be contrary to Policy TD1 and ST1 of the Local Plan (Part 1), retained Policies D1 and D4 of the Local Plan 2002 and guidance contained in the NPPF.

 

2. The proposed development would be harmful to the residential amenities of adjoining properties and future occupants of this development. The proposed development would be cramped within the plot and provide a poor standard of amenity for future occupants (contrary to the nationally described space standards). The proposal would also be harmful to the amenities of occupants of neighbouring properties, causing overbearing impacts and loss of privacy to adjoining dwellings, including the property to the rear of Sollar and 8 Manor Lea. The proposal would be contrary to Policy TD1 of the Local Plan (Part 1) 2018, retained Policies D1 and D4 of the Local Plan 2002 and guidance contained in the NPPF.
