Performance Against Government Targets

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics are attached.

An update on performance against Government targets would be reported to the next Joint Planning Committee.

Proposal

The application proposes:

 

  • The erection of a two-storey, 3-bedroom detached dwelling to the east of the existing dwelling which would be accessed via the existing access to the north of the no. 25 (referred to in this report at 25A).

 

  • Extensions and alterations to the existing dwelling, no. 25 Middle Bourne Lane which would comprise:
    • The erection of a two-storey extension to the rear of the dwelling to provide a dining room with bedroom above.
    • The erection of a two-storey extension to the existing side projection.
    • The replacement of the existing porch with a bay window, to the front elevation.
    • The removal of outbuildings to the rear of the dwelling.
    • The provision of a bin store.
    • Internal alterations.

 

  • The demolition of the existing detached garage.

 

Amended plans were received which sought to reduce the size of the proposed dwelling, by reducing the proposed two-storey side element which removed a bedroom at first floor and reconfigured the ground floor.

Planning permission REFUSED.

 

Reason

The proposed development would be out of character with the surrounding area and would represent an over development of the site, with cramped and insufficient amenity space and parking arrangements. The proposal would therefore conflict with Policies FNP1 and FNP16 of the Farnham Neighbourhood Plan, Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1) and retained policies D1 and D4 of Local Plan 2002, and Paragraph 127 of the NPPF 2019.

Proposal

 

The application seeks permission for:

 

The construction of 4 flats. The flats would be contained within two separate buildings. The buildings would measure 8m (height) x 20m (width) x 8.9m (depth).

 

Unit 1 and 2 would be orientated to face north west.

Unit 3 and 4 would be orientated to face north east.

That, subject to conditions 1-16 and Informatives 1-6, permission be GRANTED.

Planning permission REFUSED.

 

Reason

The proposed development would be harmful to the character and appearance of the area. More particularly, the provision of four flats in this backland location would result in an uncharacteristic infill form of development that would not be in keeping with the established pattern of development in the area. As such, the proposed development is contrary to Policy TD1 of the Local Plan Part 1 2018, Policy FNP1 of the Farnham Neighbourhood Plan 2017 and retained Policies D1 and D4 of the Local Plan 2002.

B1 - WA/2019/0666 - LAND AT Badshot Lea Recreation Ground, The Green, Badshot Lea pdf icon PDF 2 MB

Proposal

 

This application seeks;

  • retrospective planning permission for an alteration in the location of the erection of three individual sections of cricket ball stop netting on the northern edge of the recreation ground which was approved under planning permission reference number (WA/2016/2073).
  • It is proposed that the nets are erected throughout the period of May to September (the duration of the cricket season) and removed at the end of the cricket season.

That, subject to conditions 1-3 and informative 1, permission be GRANTED
