To confirm the Minutes of the meeting held on 11 June 2019 (to be laid on the table half an hour before the meeting).

The Minutes of the meeting held on 11 June 2019 were confirmed and signed.

Disclosure of Interests

To receive from Members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

Cllr David Beaman declared a non-pecuniary interest in relation to item 7.3, application WA/2018/2160 as he is a member of the Farnham Society’s Planning Committee, and left the Chamber during consideration of this item.

 

Cllr George Hesse declared a non-pecuniary interest in relation to item 7.3, application WA/2018/2160 as he is a member of the Farnham Society but he had not been involved in the Farnham Society’s representations on this application. Cllr Hesse remained in the Chamber and took part in the consideration of the application. Cllr Hesse also declared that his wife is a member of the Farnham Society’s Planning Committee.

Erection of extensions and alterations following part demolition of existing extension together with alterations to parking layout and associated works (as amended by plans received 28/05/2019).

 

Recommendation

 

That, subject to conditions 1-8 and informatives 1-6,  permission be GRANTED.

Decision:

RESOLVED to DEFER in order to allow officers to clarify ecclesiastical exemptions on structural works, and to have further discussions with the applicant on building materials.

Proposal

 

Erection of a dwelling and associated works (revision of WA/2018/1787).

 

Recommendation A

 

That subject to completion of a S106 agreement within 6 months of the date of the committee decision to secure financial contributions to the Thames Basin Heaths SPA, and subject to conditions 1-13 and Informatives 1-2, permission be GRANTED.

 

Recommendation B

 

That in the event that the requirements of recommendation A are not met, permission is REFUSED.

Decision:

RESOLVED to DEFER to allow officers to consider the implications of the Appeal decision received 9 July 2019 in relation to a previous application for the site.

Minutes:

Erection of a dwelling and associated works (revision of WA/2018/1787).

 

Officers updated the Committee on the appeal decision issued on 8 July on a previous application on the site. The appeal had been dismissed, and officers recommended that the Committee deferred consideration of the current application to enable officers to consider the implications of the appeal decision.

Resolved to DEFER a decision to allow officers to consider the implications of the Appeal decision received 9 July 2019 in relation to a previous application for the site.
