There were apologies for absence from Councillors Pat Frost, Mike Hodge, Nabeel Nasir, Sam Prichard and John Ward.

All Farnham Town Councillors declared a non-pecuniary interest in the application on the agenda.

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

Proposal

Change of use, extensions and alterations of the existing workshop (Class B1C) to form a two storey dwelling with associated garden and creation of a wildlife area beyond the proposed garden (as amplified by Ecology Report received 17/08/2018)

 

 

Recommendation

That, subject to conditions, permission be GRANTED

 

Minutes:

Proposal

Change of use, extensions and alterations of the existing workshop (Class B1C) to form a two storey dwelling with associated garden and creation of a wildlife area beyond the proposed garden (as amplified by Ecology Report received 17/08/2018)

 

Decision

RESOLVED that permission be REFUSED against the officer recommendation. The reason for the refusal is noted below:

 

1.    The proposal, by reason of its increased scale and bulk, increase in fenestration and loss of landscape would result in less than substantial harm to the Conservation Area. The public benefit of the provision of a dwelling would not outweigh this harm. Furthermore, it would result in harm to the green envelope. The proposal would, therefore, conflict with Policies FNP1 and FNP2 of the Farnham Neighbourhood Plan, Policy HA1 of the Waverley Borough Local Plan 2018 (Part 1) and retained Policies HE8 and TC10 of the Local Plan 2002 and the NPPF.
