To confirm the Minutes of the meeting held on 11 July 2018  (to be laid on the table half an hour before the meeting).

The minutes of the meeting which took place on 11 July 2018 were confirmed and signed.

Apologies for Absence

To receive any apologies for absence.

Minutes:

There were apologies for absence received from Councillors Julia Potts, Pat Frost, Stephen Hill and Martin Lear.

Disclosure of Interests

To receive from Members declarations of interests in relation to any items included on the Agenda for this meeting in accordance with the Waverley Code of Local Government Conduct.

Minutes:

All Councillors declared a non-pecuniary interest in the applications on the agenda as Farnham Town Councillors. Cllr John Ward, also advised that he was a Member of the Farnham Society but came to the meeting with an open mind. Councillor David Beamon declared a non-pecuniary interest in item B2 and would leave the room during consideration of this item.

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

Decision

RESOLVED that the application be REFUSED for the reason noted below:

 

The proposal, by reason of the height, mass, scale and proximity to the neighbouring property would have an unacceptable impact on the adjoining occupier at The Croft, due to a loss of light and overbearing impact, contrary to Retained Policies D1 and D4 of the Waverley Borough Local Plan 2002, Policy TD1 of the Waverley Borough Local Plan (Part 1) 2018, FNP1 of the Farnham Neighbourhood Plan 2017 and paragraphs 127 and 130 of the NPPF 2018.

Decision

RESOLVED that the application be REFUSED. The reason for refusal is noted below:

 

The proposal, by reason of the change in character as a result of the change of use and the associated residential paraphernalia would fail to protect and enhance the landscape character of the Old Park area and the AGLV. The proposal would therefore conflict with Policy FNP1 and FNP10 of the Farnham Neighbourhood Plan, Policies TD1 and RE1 of the Waverley Borough Local Plan (Part 1) 2018 and paragraphs 127 and 170 of the NPPF 2018.
