All Haslemere Town Councillors declared non-pecuniary interests in the applications on the agenda.

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Performance Against Government Targets

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest statistics, if available, will be included with the update sheet.

Recommendation

 

That, subject to conditions 1 – 10 and informatives 1 – 12, permission be GRANTED.

Decision

Resolved that the application be REFUSED for the following reasons:

 

1. Reason

The proposal would have an unacceptable impact on the amenities of the neighbouring occupiers at The Hollow by reason of overlooking and an overbearing impact to the rear amenity space owing to the two storey height, change in land levels, bulk and mass and the close proximity to the The Hollow. This would be contrary to Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1), Policies D1 and D4 of Waverley Borough Local Plan 2002 and the NPPF 2018.

 

2. Reason

The proposal would not provide sufficient amenity space for a three bedroom dwelling. Therefore, the proposal is harmful to the amenities of future occupants, contrary to the objectives of Policy TD1 of the Local Plan (Part 1) and guidance contained in the NPPF.

Decision

Resolved that the application be REFUSED for the following reasons:

 

1. Reason

The proposal, by virtue of its bulk and mass, would constitute disproportionate additions in the Green Belt, over and above the size of the original dwelling. The proposal would not accord with Policy RE2 of the Local Plan (Part 1) 2018 or retained Policy RD2 of the Local Plan 2002.

 

2. Reason

The proposal, by virtue of the proposed expanse of fenestration, would result in an unacceptable level of light pollution and would not accord with retained Policies D1 and D4 of the Local Plan 2002 and Policy TD1 of the Local Plan (Part 1) 2018.
