Minutes:

Cllr Peter Isherwood declared a non-pecuniary interest in item A2 as he was a member of the Hindhead Playing Fields Association.

 

All members of Haslemere Town Council declared a non-pecuniary interest in all items on the agenda which fell within the Haslemere Town Council area.

Officers to update the Committee on any changes to the planning environment of which they should be aware when making decisions.

Beth Howland-Smith, Development Manager, advised the Committee that an updated NPPF had been released which introduced some very minor changes.

Planning Performance and the Government target on quality on planning decision making will now be a standard item on the Area Planning Committee agenda. This was an agreed recommendation at Executive on 28 November 2017 and is part of the Development Management Service Improvement Plan.

 

The latest available statistics are attached.

Erection of 4 dwellings with detached garages and associated work following demolition of existing structures (revision of WA/2017/2400).

 

Decision

 

RESOLVED that permission be REFUSED for the following reasons

 

1.         Reason

            The proposal would constitute inappropriate Green Belt development. The very special circumstances put forward by the applicant are not considered sufficient to outweigh the harm to the Green Belt or the other harm identified.   The proposal would therefore conflict with Policy RE2 of the Waverley Borough Local Plan Part 1: Strategic Policies and Sites 2018 and paragraphs 144-146 of the NPPF 2018.

 

2.         Reason

            The proposal, by reason of its formal, repetitive design would have a harmful impact on the character of the surrounding area, and would fail to satisfactorily conserve the landscape character and scenic beauty of the AONB and the AGLV, and the intrinsic character and beauty of the countryside. The proposal would therefore fail to comply with Policies RE3 and TD1 of the Waverley Borough Local Plan Part 1: Strategic Policies and Sites 2018, Policies D1 and D4 of the Waverley Borough Local Plan 2002  and paragraphs 126, 130 and 172 of the NPPF 2018.

 

3.         Reason

            The application does not demonstrate that there would be no other sequentially preferable site for the development with regards to flood risk. The proposal therefore fails to accord with Policies CC1 and CC4 of the Local Plan (Part 1) 2018 and paragraphs 157 of the National Planning Policy Framework 2012.

 

4.         Reason

            The application fails to provide a satisfactory mix of housing in order to meet the housing needs of the community identified in the West Surrey SHMA and the proposal would therefore conflict with Policy AHN3 of the Local Plan 2018 (Part 1) and paragraph 61  of the NPPF 2018.

 

5.         Reason          

            In the absence of a completed legal agreement, the proposal would fail to provide affordable housing to meet the housing needs of the borough.  The proposal would be contrary to Policy AHN1 of the Local Plan Part 1: Strategic Policies and Sites 2018 and Paragraphs 17 and 62 of the NPPF 2018.

 

6.         Reason

The applicant has failed to enter into an appropriate legal agreement to secure appropriate planning infrastructure contributions towards highways education and leisure. As such, the proposal fails to limit the impacts of the development on existing infrastructure. The proposal therefore conflicts with Policy ICS1 Local Plan (Part 1) 2018 and paragraphs 92 and 94 the NPPF 2018.

 

7.         Reason

The proposal would not provide safe access and egress to the site in the event of flooding. As such the proposal would not be considered to accord with Policy CC4 of the Local Plan (Part 1) 2018 and paragraph 163 of the NPPF 2018.

Decision

 

RESOLVED that permission be GRANTED subject to conditions to the following conditions.

 

1. Condition

The plan numbers to which this permission relates are 12/2018/3 Sheet One, 12/2018/3 Sheet Two, 12/2018/3 Sheet One 'X', 12/2018/3 Sheet Two 'X' and Unnumbered Location Plan. The development shall be carried out in accordance with the approved plans. No material variation from these plans shall take place unless otherwise first agreed in writing with the Local Planning Authority.

 

Reason

In order that the development hereby permitted shall be fully implemented in complete accordance with the approved plans and to accord with Policy TD1 of the Local Plan 2018 (Part 1) and retained Policies D1 and D4 of the Local Plan 2002.

 

2. Condition

No variation of the type and colour of the external materials to be used in the construction of the development as shown on the approved application form shall be made without the prior written consent of the Local Planning Authority.

 

Reason

In the interests of the character and amenity of the area in accordance with Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1) and Policies D1 and D4 of the Local Plan 2002.

 

3. Condition

Notwithstanding the provisions of the Town and Country Planning (General Permitted Development) Order 2015 (or any order revoking and re-enacting that Order with or without modification), no windows/dormer windows or other openings other than those expressly authorised by this permission shall be constructed in the east (side) elevation of the two storey extension hereby permitted without the written permission of the Local Planning Authority.

 

Reason

In the interests of neighbouring residential amenity, in accordance with Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1) and Policies D1 and D4 of the Local Plan 2002.

 

4. Condition:

No construction works shall take place outside of the hours 08:00 to 18:00 Mondays to Fridays, 08:00 to 13:00 Saturdays and not at any time on Sunday, Bank or Public Holidays.

 

Reason

In the interests of neighbouring residential amenity, in accordance with Policy TD1 of the Waverley Borough Local Plan 2018 (Part 1) and Policies D1 and D4 of the Local Plan 2002.

 

Informatives

 

1. The permission hereby granted shall not be construed as authority to carry out any works on the highway.
